Pretty much every game since the PS1 era has subtitles, except for when they're redundant. Hell I'd do it, in fact I'm looking into a way to do it now. Doing the subtitles which are already available in every other language is literally just replacing the text with English which is far easier seeing as the characters, gee, SPEAK ENGLISH so all you have to do is literally watch the cutscene once and not have to translate anything. What did the devs waste time on other than redoing a couple of textures, getting the anims for the cutscenes and adding basic 360 pad support? Oh I'm sorry, a couple of menus. Same goes for Mortal Kombat Komplete for PC, but at least there a consistent framerate is important seeing as it's a fighting game. Not even the 60fps they got right because they couldn't even be screwed putting frameskipping in, so they just bumped the requirements up to ridiculous proportions for a 9 year old game just so they can get away with not having to add a basic frame skipping option.

The codec conversations take place when there's literally no background noise or music, so all the voices come through loud and clear, and that's when you need the subtitles the least in the whole game. Hearing-impaired or deaf people don't exist either I presume.
